Hospital funding boost to benefit children is likely to be given to parents who are registered in care, which is currently only available to those who are already in education.
The Scottish Government said it would take into account the impact on children's wellbeing and would only give "pre-existing state funding" to parents who have received help from HMRC.
It said those families with a history of financial difficulty would only be able to apply through a different type of funding scheme which did not apply for people who receive work.
'Replace money wasted on child poverty'
Ministers previously claimed the £11.9m that the Scottish Government was spending on the Children's Society's Youth Project was going to help prevent £1,000 a week of family poverty on average Scottish children.
However, ministers now say that the money will be used to help children from under-25 to 16 who are registered in care for the first time.
They claim the £11.9m was saved from previous funding cuts, and will be invested in helping those families who have struggled to access services as a result of falling incomes.

The Youth Project's head of government support, Tim Goodchild, said the money is for the first time going towards improving the mental health of young people.
He said: "To us, the funds raised will go towards helping parents in particular who might not otherwise be able to access some of these services.
"They will be used to help families take full advantage of other programmes, such as the Youth Project and other training on how to give better support to children as they grow up.
"We are happy that in the first seven months this work is now under way, but if this funding is not spent on more services then we will be faced with more families struggling to support their children."
But Liberal Democrat MP Jenny Mactaggart claimed the changes were "more about money than about mental health".
She added: "The Youth Project is a brilliant operation that's delivering huge savings to a system which, up until now, has spent £4bn a year on people who have never left work.
"But this will take us backwards rather than forwards with the government's promise that the £11.9m will now be used to make sure that children from under-25 are properly integrated into society.
"In reality, this money will go towards helping the children they should be helping, rather than being used to address the underlying social problems faced by young people today.
"The problem is, the £11.9m has been used to do nothing but spend money i

The physician providing the clinical diagnosis of this medical condition must have a general understanding of the patient's unique medical needs, and will be expected to follow and evaluate the instructions of the Health Care Provider in order to provide a clear explanation of any and all applicable medical conditions.
The provider must be familiar with the diagnostic criteria and the methods used in the management of Lyme disease. For this purpose, a detailed list of diagnostic tests and tests utilized in the treatment and prevention of Lyme disease and other diseases is provided in a paper copy of an official prescription provided to the provider.
